This tutorial was made using psp x2 but you should be able to do it using earlier or later versions.
You need to have a good working knowledge of psp and using selections in order to do this tutorial.
You will also need to save my supplies to your computer and have a program that unzips them.
This tutorial is all my work. Any similarities are strictly coincidental.
Let's get started.

Remember to save often.
First, save my zip file to your computer and open in your selection folder.

Open a new image 300 x 300 and flood fill with white.
I like to do this so we can see what we're doing.
Add a new layer and call it wagon front.
Go to selections, load/save selections and load selection from disk.
Load wgn1 and flood fill with the color you want the outside of your wagon to be.
I used #a75b00.
Select none.
Select inside each rectangle and flood fill with your fill color.
I used. #d3862e.
Keep it selected and go to selections float.
Effect 3d, cutout using these settings.
Vertical and Horizontal 1
Opacity 60%
Blur 3
Fill color the same as your outline color.
Keep it selected and apply another cutout with the same settings except change vertical and horizontal to -1.
Keep it selected and apply noise with these settings.
6% uniform and a check in monochrome.
Select none.
Add a new layer and call it wagon side.
Load selection from disk wgn2.
Flood fill it with the same outline color.
Select inside each rectangle and apply the same cutouts and noise as you did for the front then deselect.
Remember to save.
Add a new layer and call it corner 1.
Load selection from disk wgn3 and flood fill it with #bc9631 or what ever color you choose.
Select none.
Select inside the corner and flood fill with #f2e07a or the color of your choice.
Apply a cutout with these settings.
Vertical and horizontal 1
Opacity 50%
Blur 3.
Deselect
Select all, float, and apply noise, same as for wagon front and side.
Select none.
We're going to draw a square at the top and bottom of this corner that represents a nail.
I used #75630d.
Start two pixel down from the top and one pixel over and fill in four pixels all together.
Do the same starting two pixels up from the bottom and one pixel over.
Add a new layer and call it corner 2.
Load wgn4 from disk.
Flood fill, then fill and apply same cut out and noise as you did for the first corner.
Make the same 4 pixel square on the top and bottom.
We will be adding two more layers for the last two corners and filling them the same as the first two corners.
Add new layer and call it corner 3, load wgn5 from disk.
Fill it like above.
Add new layer and call it corner 4, load wgn6 from disk.
Fill it like above.
Save your work.
This is what we should have so far.

Sit on your first layer and add a new layer. Call it handle
Load selection from disk wgn7
Flood fill with #b8922d
Select inside the entire handle. Be sure to get each pixel and flood fill with #f2e07a.
Apply the same cutout you gave your corner pieces.
Deselect, select all selection float and apply the same noise.
Sit on your wagon front layer and add a new layer. Call it front wheel.
Load selection from disk, wgn8.
Flood fill with #7b792e and select none.
Select inside the wheel making sure you get inside all the spokes and flood fill with #c4bf5b.
Selections float and apply a cutout with these settings.
Vertical and horizontal 1
Opacity 50%
Blur 3.
Apply same cutout but change the horizontal and vertical to -1. Select none.
Select all selection float and apply same noise as you did for other parts.
Keep it selected and apply the same noise.
Select none.
Add a new layer and call it wheel center.
Load selection from disk, wgn 9.
Flood fill with #8b650d, select none.
Select inside the outer parts of this section and flood fill with #a28536. Select none.
Select inside the center and flood fill with #d2b571.
Apply an inner bevel with these settings.

Sit on your handle layer and add a new layer. Name it back wheel.
Load selection from disk. wgn 10.
Fill the wheel and apply noise the same as for the front wheel.
When the outside is done, add a new layer and call it back wheel center.
Load selection for disk, wgn 11.
Fill the center and apply noise the same as for the front wheel center.
Select none when done.
Make sure you've saved your work.
If you like how everything looks, delete your bottom layer and merge visible.
The wagon is done.
You can now tube it or save it as a gif file.
