Step 1

Open a new image, 100x100 with a white background.

Step 2

Select a dark color for your foreground and a light complimentary color for your fill.
If you want to go real dark to light, select white for the fill.
For this tutorial, I'm using #394973 for my foreground color and #9eabc4 for my fill.

Step 3

Right click your foreground color and choose gradient with these settings.
Angle: 90
Repeats: 0
Foreground/background
Style: Linear
Flood fill your image.

Step 4

Image> Decrease Color depth> XColors(4/8 bit)
color depth
Reset to default.
All you will be changing is the number of colors for the palette.
You can choose as many colors as you like.

This will end up being how many different colors are in your palette.
I've chosen 5.
decrease depth
Click ok

Now you have a color palette with 5 different colors, or how ever many you chose.
