Step 1 The head
Open a new image 200x200 with a white background.
Zoom in 800% and turn on your grid.
Add a new layer and call it head.
Using color 1, pixel the outline of the head near the top center of the image.
I've numbered the outline except where you use 1 pixel.
head outline
Save.
Add a new layer and call it fill.
Starting with color 2, pixel around the inside edges of the head.
Use color 3 and fill in more of the head..
Use color 4 to fill in the center of the head.
My example will show you how I filled in the head using various colors for illustration purpose only.
head fill
Save.
Turn off the background layer and the head outline layer.
Merge visible.
Add 6% uniform noise, monochrome checked.
Turn the head outline layer on and Merge visible.
Add a new layer for the eyes, nose and mouth.
Use color 12 for the eyes, 13 for the mouth and colors 14-17 for the nose.
You can use my example or draw a new face.
eyes nose mouth
Be sure your background layer is still turned off and merge visible.
Rename this layer head.
Save

Step 2 The shirt
Add a new layer and call it shirt outline.
Use color 18 to pixel the outline.
The outline is the same for both sides so you can pixel one side.
My example shows 11 pixels across the top and 29 across the bottom for the full shirt.
If you pixel one side, pixel 6 across the top and 15 across the bottom.
Duplicate the layer and flip horizontal.
Line it up with the opposite side having the middle pixels overlap.

shirt outline

If you did one side and duplicated it, turn off all layers except for the shirt outline and merge visible.
Turn all layers back on.
Add a new layer and call it shirt fill.
Use colors 19-22 to fill in the shirt.
Most of this will be covered by a vest. My example shows how I did it.

shirt fill

Add the same noise as you used in step 1 to the fill layer.
Turn off all layers except shirt outline and fill and merge visible.
Save.

Step 3 Shirt sleeves
Add a new layer and call it right shirt sleeve.
We'll be working with the right only and duplicating this layer for his left arm.
Use color 18 to pixel the outline for the sleeve.
I've numbered all the pixels except where you only put 1.

shirt sleeve

Add a new layer for the sleeve fill.
Using colors 19-22, fill in the sleeve.
Here is how I did it.

shirt sleeve

Add the same noise as you used in step 1.
Turn off all layers except the shirt outline and fill.
Merge visible.
Duplicate this layer and flip horizontal.
Save

Step 4 Pants
Add a new layer and call it pants outline.
Use color 23 to pixel the outline for the right pant leg.
Start at the top of the bottom of the shirt. Again, we'll be working on one side.
I've numbered my outline except where you only need 1 pixel.
I put blue squares where you need to put 2 pixels.

pant outline

Add a new layer for the pant fill.
Use colors 24-27 to fill in the pants.

pant leg filled

The same noise you used in step 1 can be added to the pants.
Turn off all layers except pants outline and the pants fill.
Merge visible.
Duplicate this layer and flip horizontal.
Line this up on the opposite side, over lapping the center pixel.
Merge visible.
Turn all layers back on.
Rearrange the layers to bring the pant layer under the shirt layer.
Save.

Step 5 The vest
Add a new layer on top of the head layer.

This should be your top layer.
Call it vest outline.
Pixel the outline for the right side of the vest using color 28.
Notice the placement for one of the top single pixels.
Outline is numbered except where you only need one pixel.

vest outline

Add a new layer for the vest fill.

vest fill

I added a new layer for some dither.
This is optional.
If you don't add dither, apply the same noise as you did in step 1.

vest dither
Turn off all layers except for the vest outline, fill, and dither, if this was added and merge visible.
Duplicate this layer and flip horizontal.

Save.

Step 6 The hat
Add a new layer and call it hat outline.
Use color 23 to pixel the outline of the hat.
Everything is numbered except where you need to use one pixel.

Add a new layer for hat fill.
Use colors 24-26 to fill in the hat.

Apply the same noise as you did in step 1.
Turn off all layers except hat outline and fill.
Merge visible.
Save

Step 7 Bow tie

Step 8 The hair
You are welcome to use my hair or if you'd like to draw your own hair, I used colors 5-11.
Add a new layer for the hair, under the hat and on top of all the other layers.
Pixel lines going straight or on an angle using colors 5-11.
Once you are satisfied, save.

Step 9 Straw-legs
Again, you are welcome to use my straw or draw your own straw using the same colors in step 8 and same technique.
Add a new layer for the straw under the pants layer.
If you're drawing your own straw, do it for one side, duplicate and flip horizontal.
The straw I supplied is for the right side.
Place it under the right leg on a new layer, duplicate and flip horizontal.
Save

Step 10 Straw-arms
You are welcome to use my straw for the arms.
If you want to draw your own straw, use the same colors as you used in step 8 and apply the same technique.
Add a new layer for the straw under the right arm.
Duplicate and flip horizontal.
Same applies for my straw.
Save

Step 11
Turn off the background layer and merge visible.
If you want to add some detail to the scarecrow, like a patch on his leg or a flower on his hat and leg, add new layers for each and copy and paste the details I supplied in this tutorial, or draw something of your own.
Be sure to put each on it's own layer so you can adjust them where you want.
I used color 7 and drew a tie around each leg.
My tie is included in the supplies.
When done adding detail, delete the background layer and merge visible.
Save as a gif and export it to picture tube.
